The ballots used in municipal elections shall be without party mark or designation of any sort. The names of all candidates for any office in the Municipality shall be placed upon the same ballot and the names shall be rotated in the manner provided by the laws of the State of Ohio. Commencing with the year 1953 no primary election shall be held for the selection of candidates for any elective office.
