SECTION 9. BOARD OF ZONING APPEALS.
   (a)   Membership. The Mayor, with the concurrence of a majority of the members elected to Council, shall appoint a Board of Zoning Appeals consisting of five (5) electors of the Municipality not holding other municipal office or appointment to serve for a term of three (3) years; except that of the two appointed for the terms beginning with the effective date of the amendment to this Charter, one shall be appointed for a term of one year and one for a term of two years. A vacancy occurring during the term of any member of the Board of Zoning Appeals shall be filled for the unexpired term in the manner authorized for an original appointment. All members shall serve without compensation.
   (b)   Jurisdiction. It shall be the duty of the Board of Zoning Appeals to hear and decide appeals for exceptions to and variations in the application of ordinances, orders or regulations of administrative officials or agencies governing zoning in the Municipality in conformity with the purpose and intent thereof. The Board of Zoning Appeals shall have such additional powers as may be granted to it by ordinance of the Municipality. Procedure before the Board of Zoning Appeals shall be in accordance with the ordinances made and provided by the Municipality or by rules and regulations established by the Board of Zoning Appeals not inconsistent therewith.
