(a) The purpose of this chapter is to provide minimum standards for safety to life, limb and property, for the general public welfare and for safety practices in the use of explosive or dangerous blasting ordnance for blasting, mining and quarrying purposes in the construction industry and related operations, including drilling and preparation for blasting.
(b) This chapter shall apply to every construction project, including demolition, maintenance and repair work, where explosives are used for blasting purposes, mining and quarrying, and landfills. Compliance with this chapter shall be necessary on all such projects.
(c) This chapter is intended to supplement Article Twenty Seven of the BOCA Basic Fire Prevention Code, as adopted in Section 1505.01, insofar as blasting operations are concerned.
(d) In the event of a conflict between this chapter and any other provision of these Codified Ordinances, including, but not limited to, any conflict pertaining to permits, licenses or application fees paid therefor, this chapter shall prevail insofar as the subject matter pertains to use of a dangerous blasting ordnance.
