The Municipal Engineer shall establish the grade for the yards of the lots, which grade, when so established, shall thereafter be known as the finished yard grade. When a grade is established for the yard of a single-family dwelling lot, the Municipal Engineer shall at the same time establish a grade for any garage which may then or in the future be constructed in connection with such single-family dwelling.
