The owner, agent or person in control of an allegedly unsafe structure shall open such building for inspection by the Director of Public Service, employees of the Service Department and the Building Committee. The owner shall receive a notice of the date and time of such inspection by certified mail or personal service at least forty-eight hours prior to the time of inspection.
