In cases of emergency, which in the opinion of the Director of Public Service involve immediate danger to human life or health, the Director shall promptly cause the building, structure or portion thereof to be made safe or removed. For this purpose he may at once enter the structure or the land on which it stands or abutting lands or structures with such assistance and at such cost as he may deem necessary. He may order adjacent structures and premises to be vacated, may order an appropriate fence or any other means as may be necessary and may close a public or private way.
