No multi-family building shall be constructed unless each and every storage, utility, boiler, equipment, incinerator, laundry, meter or other such noninhabitable room is completely finished, including dry wall or plastered ceiling and walls, moldings, light fixtures and painting. The floors of such rooms shall be covered with vinyl asbestos tile or better, except that in boiler rooms, incinerator rooms and rooms containing units generating heat, the floors shall be painted or sealed. The doors on all rooms herein stated shall be “B” label or better and shall be equipped with a self-closure mechanism.
