A multi-family building shall be constructed as follows:
(a) The subfloor shall be five-eighths inch plyscore or better, affixed to the joists with screw nails, the distance between such screw nails being not more than six inches;
(b) All resilient type floor covering shall have a felt base underlayment; and
(c) All resilient type floor material shall be inlaid linoleum, vinyl asbestos tile or better.
All such resilient floor material shall be at least one-eighth inch in thickness.
