The Building Inspector shall determine the following:
(a) The system or type of equipment and apparatus that can be used by an applicant for a building permit for the disposal of garbage and rubbish and combustible refuse in his proposed structure.
(b) The manner of installation of the equipment including, but not limited to, insulation and flue requirements and sewer sizes and connection.
(c) The standards of operating efficiency and specifications as to size and other similar standards and specifications which relate to the safe and sanitary installation and operation of the equipment.
