No single-family dwelling, two-family dwelling or apartment dwelling shall be constructed unless the construction includes as part thereof the following:
(a) An exterior electric or gas light mounted on a post or pole in the front yard of each single-family dwelling or two-family dwelling. Such light shall be at least fifty-four inches from the grade line and shall be at least five feet from the foundation of the dwelling.
(b) An exterior electric or gas light mounted on a post or pole for each sixty feet of frontage or fraction thereof in conjunction with the construction of any dwelling containing three or more dwelling units. The Building Inspector shall approve the location of such light poles with due consideration being given to the location of the buildings, driveways, sidewalks, steps and porches. Such lights shall be at least fifty-four inches from the grade line and shall be at least five feet from the foundation of any building.
