(a) If the Building Inspector discovers in a structure conditions which are in violation of provisions of this chapter, he shall file a written report of the violations with the Director of Public Service.
(b) At his discretion, the Inspector or the Director of Public Service shall file an affidavit with the Mayor setting forth the violations complained of and request the Mayor to issue a warrant for the arrest of the owner of the property, or his agent, or to the person in charge of work being done on the structure, or, at his discretion, the Director of Public Service may request the Director of Law to institute and maintain in the name of the City an appropriate action at law or in equity to restrain the violation of this chapter.
