(a) If the Building Inspector discovers in a structure conditions which are in violation of provisions of this Building Code he shall file a written report of the violations with the Director of Public Service.
(b) Upon receipt of a written report of violations of this Building Code from the Inspector, the Director shall decline to issue the permit for which application was made and he shall not issue the permit until he is fully satisfied that the applicant has eliminated the violations recited in the Inspector's report.
(c) At his discretion the Inspector or the Director shall file an affidavit with the Mayor setting forth the violations complained of and the request of the Mayor that a warrant be issued for the arrest of the owner of the property, or his agent, or to the person in charge of work being done on the structure, or at his discretion the Director of Public Service may request the Director of Law to institute and maintain in the name of the Municipality an appropriate action at law or in equity to restrain the violation of this Building Code, and to prevent the occupation or use of a building or structure in which violations exist and to prevent or terminate any violation of this Building Code.
