The Director of Public Service shall not issue permits for electrical, plumbing or heating work requiring permits upon existing structures in the Municipality except upon the conditions hereinafter set forth.
(a) No electrical, plumbing or heating permit shall be issued unless and until the structure upon which it is proposed that work of this type is to be done has been inspected by the Building Inspector.
(b) The Inspector shall conduct his inspection of a structure in such a manner as to enable him to examine all of the existing plumbing, heating and electrical facilities of the structure.
