1327.02   FINAL INSPECTIONS.
   (a)   Upon completion of the construction work on any building, commercial or residential, within the Municipality, the Director of Public Service or an employee of his Department shall conduct a final inspection of the building in order to determine whether or not the work was performed in compliance with the building regulations of the Municipality.
   (b)   If the final inspection shows that the building was constructed in full compliance with the building requirements of the Municipality and, further, that the completed structure together with its intended use and its location upon the lot or land upon which it stands and the intended use of the lot or land itself conforms in all respects to the Building and Planning and Zoning Codes, a permit shall be issued for the occupancy of the building by the Director or at his direction.
   (c)   If final inspection of a newly constructed building reveals to the inspecting officer violations of the Building or Planning and Zoning Code, an occupancy permit shall be withheld until the violations are abated and the building reconstructed or altered to conform to the requirements of the Building and Planning and Zoning Codes.
