On or before December 31, the registrant may apply for a renewal of registration upon a form provided by the Director of Public Service, together with a fee in accordance with the then existing schedule of fees contained in Chapter 1321. Upon receipt of a properly completed application for renewal, together with the required fee, the Director shall renew the registration for one year.
