No person, corporation, partnership, firm or other business association shall build, construct, alter, repair, paint, move or demolish any dwelling, commercial building or other structure or do landscaping or other work on the site thereof, or otherwise do any act regulated by the House Code or Building Code of the City, unless such person, corporation, partnership, firm or other business association has been duly registered as a contractor by the Director of Public Service.
