1323.03   PROCEDURE; PROPOSED AMENDMENTS.
   Upon the introduction in Council of an ordinance proposing to amend, supplement or change the provisions or the Zone Map (see Chapter 1161 of the Planning and Zoning Code), the Clerk of Council shall immediately transmit to the Building Inspector, a copy of the proposed ordinance. Until the ordinance is finally disposed of, the Inspector shall not issue a permit within the territory for a building or structure or occupancy that may be unlawful under the proposed ordinance. If the proposed ordinance becomes effective by passage of Council, no such permit shall be issued, but if the proposed ordinance, in the ordinary course of action or procedure, fails to pass Council or become effective within seventy-five days from the filing or introduction of the ordinance then and in that event the Inspector may issue a permit in accordance with the existing law and the procedure and the method set forth in this Building Code.
