(a) The Mayor of the City of Parma Heights shall enter into contracts with such facilities as are necessary to provide for alternative housing for prisoners who otherwise would have been housed at the Parma Heights City Jail in violation of acceptable standards.
(b) The Chief of Police or his designee is hereby authorized to place prisoners at such alternative facilities when overcrowding of the Parma Heights City Jail occurs and/or in situations requiring incarceration beyond the five-day (adult male) or eight-hour (adult female) restrictions.
(c) Prisoners placed in alternative facilities will be considered under the direct control and responsibility of the City of Parma Heights Jail.
