(a) There is hereby established a fee of one hundred dollars ($100.00) per day or fraction thereof per prisoner for the use of the City Jail facilities for the housing of prisoners by other governmental entities effective January 1, 1994.
(b) The Jail Administrator or his or her designee shall keep an accurate record of the use of the City Jail facilities by any other governmental entities and shall promptly invoice the governmental entity using such facilities or alternative facilities and send a carbon copy thereof to the Director of Finance of the City. In cases where the use of an alternative facility is required, the municipality shall be reimbursed for all its costs and expenses by said governmental entity.
(c) The Director of Finance is hereby authorized and directed to accept any and all moneys for the use of the City Jail facilities, and the same shall be deposited into the General Fund.
