933.01   PERMIT REQUIRED FOR USE OF HYDRANTS; FEE.
   No person shall take or use water from any fire hydrant located within the Municipality unless the taking or using of water from such hydrant has been authorized by issuance of a permit from this Municipality and unless proper authorization has been first procured from the City of Cleveland.
   Such permit from the Municipality shall be obtained by filing with the Director of Service and paying a fee of one hundred dollars ($100.00) or a deposit of five hundred dollars ($500.00) for a blanket permi to compensate the Municipality for the inspection of the hydrant and in payment of the water used. No permit shall be required when the hydrants are used or water taken therefrom by employees of the Municipality performing a municipal function.
