If any applicant for a permit is the owner or agent of an owner whose premises fronts on a paved thoroughfare or if the applicant is able to demonstrate to the satisfaction of the Director of Public Service that he has already provided suitable access to his premises from the traveled portion of the thoroughfare, he need not perform the acts required by this chapter as a condition precedent to the issuance of a building permit.
