Any person who applies for a building permit before proceeding with any construction, alteration, repair, moving or demolition of any structure upon a premises bounding and abutting a dedicated thoroughfare which is unpaved shall do and perform the acts as hereinafter provided in relation to the premises.
(a) Provide and install a culvert pipe in the ditch on the side of the street in front of or adjacent to the premises upon which the structure is or will be situated. The driveway culvert pipe shall be installed at a time prior to the delivery of any building materials to the site or removal of building materials or any structure or part thereof from the site.
(b) Provide and install a culvert pipe in the drainage ditch at the side of the traveled portion of the thoroughfare which pipe shall bridge across any sewer trench, ditch or other excavation running perpendicular to the drainage ditch and act as a conduit for water flowing through the drainage ditch.
(c) The size and type of the culvert pipe shall be determined by the Director of Public Service and he shall direct the installation thereof.
(d) Provide a driveway of slag or other material acceptable to the Director from the traveled portion of the thoroughfare across the culvert pipe and the remaining part of the dedicated thoroughfare to the front line of the property upon which the structure is or will be located.
