(a)   No dedication of any public street or alley may be accepted unless all improvements, including paving, sidewalks, sewers, water mains and gas lines, are constructed in accordance with the specifications of the Municipality and have been approved by the Municipal Engineer.  Council may, at its option, require the posting of a maintenance bond in a sum sufficient to guarantee against materials and workmanship in connection with such maintenance for a period of not less than two years.  Said bond shall be in a form approved by the Director of Law.
   (b)   Council may, at its option, accept an agreement with proper and competent surety guaranteeing that all improvements set forth will be completed within one year from the date of acceptance.  The surety or bond shall be in an amount sufficient to cover the entire costs of the improvements together with all expenses that might be incurred in enforcing the agreement.
