No person shall cut any curb on any of the streets or highways within the Municipality without first having secured a permit to do so. The permit shall be issued by the Director of Public Service and shall be conditioned upon the owner1 s restoring the curb to its former condition in the event the driveway or other use for which the curb was cut is abandoned or discontinued. A fee of one dollar ($1.00) per lineal foot shall be charged for the cutting of any curbs.
