In the case of a taxicab or automobile for hire already licensed by the City of Cleveland and for which a bond or policy or certificate of liability insurance of the kind and character above described have been filed with the City of Cleveland, it shall be sufficient for the licensee to file a copy thereof with the Director of Law, provided that the bond, policy or certificate provides protection in an amount at least equal to that hereinabove described and, in the opinion of the Director of Law, protects persons or property injured or damaged by the operation of vehicles while traveling to, within or from the City of Parma Heights.
