763.03 EXCEPTIONS.

Whenever the Mayor proclaims that a state of emergency exists in the City by reason of war, strike or other disaster the provisions of this chapter shall not prohibit the free distribution of food, clothing or other articles necessary to the preservation of the public health, safety or welfare.
