No goods, wares or merchandise shall be displayed, offered for sale or sold within the City from roadside stands erected for that purpose, or displays set up for that purpose, except by residents of the City on property which they own or have leased for that purpose, or in connection with a recognized and legitimate business in a building erected for the purpose of conducting the business. In no event shall merchandise be displayed for sale or otherwise between the inside line of the sidewalk and the curb, or if there is no sidewalk, between a line that would be the inside of the sidewalk and the curb,
