The Mayor is hereby authorized to issue a license for peddling within the Municipality from month to month to any applicant of good reputation and character upon the following conditions:
(a) Application. An application signed by the peddler shall be on file with the Mayor showing correctly:
(1) The name and address of the applicant;
(2) The name and address of the owner of the vehicle or container, if any, being used as a means of carrying or displaying the goods, wares and merchandise being peddled;
(3) A description of the type of goods, wares and merchandise being peddled;
(4) A description of the type of refrigeration system, if any, used in the vehicle in which the goods, wares and merchandise being peddled are carried or displayed; and
(5) Such other information as the Mayor may reasonably require.
(b) Vehicle or Container. In the event the goods, wares or merchandise being peddled consist in whole or in part of food products subject to spoilage, the vehicle or container in which the same are carried or displayed shall be equipped with a refrigeration system of adequate capacity to prevent spoilage.
(c) License Fee. The following license fees shall have been paid in advance into the Municipal Treasury for each month's operation:
(1) For a peddler carrying or displaying his goods, wares or merchandise in a motor or horse-drawn vehicle: four dollars ($4.00);
(2) For a peddler carrying or displaying his goods, wares or merchandise in a pushcart or other vehicle propelled by hand: two dollars ($2.00);
(3) For a peddler carrying or displaying his goods, wares or merchandise in a basket or hand container: one dollar ($1.00).
(d) License Nontransferable; Expiration Date. The license shall not be transferable and shall expire thirty days next following the date of its issuance.
