No person shall sell or offer for sale as a peddler, any goods, wares or merchandise in the City, unless he has first obtained and holds in full force and effect a license to do so issued by the Mayor or Director of Public Safety as hereinafter provided, and unless all of the conditions of the license have been and are being fully complied with and all of the regulations for peddling as hereinafter promulgated and all requirements and regulations contained in other applicable ordinances or statutes of the City and the State have been and are being fully complied with. The Mayor is authorized to delegate to the Director all functions which are imposed upon him under this chapter, except that the Mayor may not delegate his power to revoke licenses issued under this chapter.
