Any parking lot, driveway, storage area and any other part of the premises not landscaped shall be smoothly graded, paved with concrete or asphaltic concrete and graded so that all surface water flows into catch basins located within the property limits. Whenever a parking lot or display area is located adjacent to the street frontage, a continuous curb or barrier not less than six inches high and permanent in nature shall be constructed, except across any driveway. The curb or barrier shall be located so that no part of a vehicle, parking with its tires against the barrier, shall extend onto or over the dedicated street.
