Operation of a new car sales business and display of motor vehicles incident thereto shall be permitted only between the hours of 7:00 a.m. and 9:00 p.m. daily, whether the same is carried on indoors or outdoors. The lighting of outdoor areas shall be permitted only between the hours of 7:00 a.m. and 10:00 p.m. daily. However, a minimum amount of lighting shall be maintained in any display area or any storage area when such lighting has been determined by the Director of Public Safety to be necessary for the effective policing and protection of such area.
