No person shall engage in or carry on the business of operating and conducting a new automotive sales business, including, but not limited to, automobiles, motor homes and travel trailers, in the Municipality, unless such person has first obtained and holds in full force and effect a license to engage in or carry on such business, issued by the Mayor as hereinafter provided, and unless all of the regulations as herein promulgated and all requirements and regulations in other applicable ordinances of the City or statutes of the State have been complied with. The Mayor is hereby authorized to issue such license upon payment of a fee of two hundred fifty dollars ($250.00). Such license shall expire at midnight on December 31 of each year.
