As used in this chapter “junk dealer” means any person who purchases, sells, exchanges or receives secondhand articles of any kind, scrap iron, old metal, canvas, rope, branded bottles, junk or lead pipe, except paper, rags, plow irons, old stoves and furnitures, whether with a fixed place of business or as an itinerant peddler. Charitable organizations are not to be considered as junk dealers.
