No license shall be issued to any person to conduct a hotel, motel, tourist court, rooming house or lodging house within the City unless such person is ascertained to be of good moral character. When application for such license is made, the applicant shall present himself in person to the Director of Public Safety and at such time present to the Director satisfactory proof of good moral character. When application for a license is made by or on behalf of a partnership, corporation or association, such application shall be made by the manager, officer, agent or other person who will have the charge and management of such hotel, motel, tourist court, rooming house or lodging house.
The Director shall report to the Mayor his recommendation as to whether or not a license should be issued to such applicant.
