(a) The Director of Public Service shall have the power to revoke or suspend any license issued under this chapter if he finds that the operation of the commercial establishment is being conducted in a manner which is creating unhealthful, unsanitary or unsafe conditions or conditions that contribute to the development of or increase in crime and juvenile delinquency.
(b) The Director shall not suspend or revoke any license without giving to the owner thereof due and reasonable notice and granting to the owner a reasonable time to correct the condition.
(c) Any licensee may appeal any order to revoke or suspend his license before a board consisting of the Mayor, the Director of Public Safety and the Director of Law. No such revocation or suspension shall become effective until ratified by a two-thirds vote of such board.
