Any person who desires to sell at public auction any goods, wares or merchandise imported into the corporation for the purpose of being sold at auction, shall, before commencing the sale thereof, make application in writing to the Mayor, stating therein the kind of goods, wares or merchandise he desires to sell at public auction and the length of time he desires to continue the sale. The Mayor, after the payment of the license fee provided for in Section 715.03, shall issue to the person a license stating therein that the applicant has complied with the requirements of this section, and stating the length of time for which the license is granted.
