The Director of Public Service shall not suspend or revoke any license without giving the owner thereof due and reasonable notice and granting the owner a reasonable time to correct the condition.
Any licensee may appeal any order to revoke or suspend his license before a board consisting of the Mayor, the Director of Public Safety and the Director of Law. No such revocation or suspension shall become effective until ratified by a two-thirds vote of such board.
