The Director of Public Service and other City department heads and their representatives are hereby authorized to make, or cause to be made, inspection of any structure or premises used for dwelling purposes and any secondary or appurtenant structure, to determine whether such structure or premises conforms to the provisions of this chapter and other ordinances.
