No temporary or itinerant form of amusement shall be open to the public without police officers or auxiliary police officers on the premises. The number and type of officers required in each instance is to be established by the Safety Director with the owners, operators or sponsors of the amusement paying the full cost thereof, such cost to be fully paid prior to opening.
