(a) All signs, advertising devices or related structures shall be so constructed and attached to withstand any usual or unusual force, stress, stain or weight.
(b) No sign, advertising device or related structure permitted to be erected or maintained shall be used in any way or for any purpose which may endanger the public safety or unreasonably disturb the public peace, health or welfare.
