(a) (1) No person shall throw or place or cause or allow to be placed, thrown or disposed of in any manner any garbage, waste, vegetation, rubbish, ashes, cans, bottles, wire, paper, cartons, boxes, inoperative or partially dismantled motor vehicles, parts of any motor vehicle, wagons, furniture, glass, oil, building material, stones, dirt, mud grease, offal or any other substance which is unsanitary, unsightly or which would tend to cause an accident, along, near, into or onto any public road, street, parkway, park drive, highway, ditch, sidewalk, tree lawn, lane, alley, lake, pond or watercourse or on any land adjoining the same or on any other public lands or private land within the Municipality.
(2) The provisions of this division do not apply when the residents and operators of businesses in the Municipality are directed by public officials to place garbage, refuse or junk in specified places for pick-up either on regular days for such pick-up or on special clean-up days.

(b) No person shall throw, deposit or place any dirt, stones, debris or snow on any street, sidewalk, lane or alley within the City.

(c) Whoever violates any of the provisions of this section is guilty of a misdemeanor of the third degree.
