648.11   DELIVERY HOURS.
   (a) No person shall deliver merchandise or begin or continue to unload merchandise, or pick up or haul away rubbish or garbage by truck from any home, apartment or commercial establishment within the City between the hours of 7:00 p.m. and 7:00 a.m. of the following day on any day except Sunday and at no time on Sunday. Notwithstanding the foregoing, if the location of the delivery of merchandise is more than 250 feet from a single-family or multi-family dwelling, and the delivery and/or unloading of merchandise does not exceed ten minutes in duration, a same-day delivery between the hours of 7:00 p.m. and 9:00 p.m. shall not be considered a violation of this section.
   (b)   No person delivering or picking up merchandise at any home, apartment or commercial establishment within the City shall permit the engine on his or her motor- propelled vehicle to idle in a stationary position for a period in excess of ten minutes. The operator of such motor-propelled vehicle shall turn off the engine whenever the loading or unloading time exceeds ten minutes in duration.
   (c)   Morning newspapers of general circulation are exempted from the delivery hours restriction set forth in division (a) of this section, provided that the delivery and/or unloading of the newspapers does not exceed ten minutes in duration.
   (d)   Whoever violates any of the provisions of this section is guilty of a misdemeanor of the third degree.
