(a) There is hereby created in the Division of Police a body to be known as a "Special Police Unit" which shall have as its head, the Chief of Police. The Chief shall prescribe rules and regulations for the organization, training, job description, job duties, administration, control and conduct of the "Special Police Unit".
(b) The function of the "Special Police Unit", as set forth herein, shall be to provide security to City Hall and the various municipal buildings and properties as identified by the Chief.
(c) The members of the "Special Police Unit" shall at a minimum, possess OPOTA certification, and shall be part-time, shall work no more than 1,000 hours per calendar year and be scheduled intermittently. Additionally, the position of the "Special Police Officer" shall be a non-classified position in the City of Parma.
