(a) The City Engineer shall accept or reject the grade of the yard, sidewalk and driveway and the grade for the yards of such lots as referred to in Section 1507.01 as such grades are prepared by the owner and/or contractor. The yard grade, when so prepared and accepted by the City Engineer, shall thereafter be known as the finished yard grade.
(b) No residence or building shall be occupied until:
(1) The requirements of Section 1501.10 have been complied with.
(2) The builder's surveyor has certified that the foundation has been installed at the proper elevation and that all exterior grades are in accordance with the accepted grading plan.
(3) The City Engineer has accepted and approved the yard grade and grading.
