(a) When a lot or plot is graded, the established elevations of the street, curb, sidewalk or alley shall become the finished grade at that line.
(b) When a lot or plot is graded to a higher or lower finished grade level than the natural grade, i.e. the surface of the ground prior to excavation, filling or grading, on an adjoining property, the owner of the lot or plot shall provide a suitable retaining wall or walls or other approved protection on his own property to protect the adjacent property from caving of earth as required to maintain the existing natural grade of the adjacent property.

(c) Whenever the surface of a lot or plot is excavated, filled or graded, positive drainage shall be provided so that a nuisance will not be created. Catch basins properly connected to storm sewers or other approved provisions, such as underdrains, shall be made where water may pocket, to preclude the accumulation of surface water. The City Engineer shall determine in all cases the necessity for such catch basins, underdrains or drainage systems. The situation and yard grading plan of the lot or plot involved shall be reviewed by the City Engineer at the time an application for a building permit is made, and the City Engineer shall cause to be marked thereon the required catch basins, underdrains or drainage system for such lot or plot that will properly control the surface waters of such lot or plot. Grading shall be done so that existing natural ground drainage of the surrounding area shall not be impeded. No surface water from natural ground drainage shall be diverted and drained onto adjacent properties that did not receive such surface water. No obstructions shall be made to impede surface water from natural ground drainage which would pocket surface water on adjacent properties.

(d) No condition shall be created, nor any existing condition maintained, whereby there will be upon any lot or plot excavations, depressions, pits, holes, gullies or similar depressions which may accumulate and retain surface water and which may become a public hazard or nuisance. Any such condition shall be properly abated and protected by filling or by providing positive drainage and, where necessary, by the erection of barricades or fencing.
