(a) If foundation walls are built of brick, they shall be at least four inches thicker than the wall required in the first story by these Building Regulations. In every instance, foundation walls shall be strong enough to act as a retaining wall if they are to be subjected to any lateral earth pressure. Where there is no cellar or basement, the thickness of such foundation walls may be the same thickness as the wall required in the first story.

(b) No foundation wall shall be less than twelve inches in thickness below grade.

(c) Backfilling and related work shall not be commenced until four days after final inspection for walls constructed pursuant to Section 1507.06, and shall not be made until retaining walls and/or foundation walls are in suitable condition to resist lateral pressure. Further, no backfilling shall be done by methods which may cause dislodgement of any retaining wall or other permanent structure.
