1507.06   MATERIAL FOR FOUNDATIONS.
   Foundation walls of any building shall be built of hard-burned brick, stone, cement block or other hard, durable and incombustible material. For residences where there is a cellar or basement, the walls below the surface of the ground shall be fully protected from dampness by an exterior covering of mortar, such as is used in laying up the wall, or with a waterproof composition which meets with the approval of the Building Commissioner.
