(a) A determination of the Building Commissioner made in the enforcement of this Building Code or other related ordinances, including, without limitation, Chapter 1713 of the Parma Codified Ordinances, may be appealed to the Board of Building Appeals by a person deeming himself adversely affected by such decision. A notice of appeal must be in writing and must be filed with the Board within thirty days of the personal delivery or mailing, whichever is applicable, of the order or notice being appealed. Failure to file a written appeal with the Board within the time prescribed shall constitute a waiver of the right of appeal. Filing of a notice of appeal does not operate to suspend the order or notice being appealed and shall not prevent the Building Commissioner from acting in accordance with his decision.

(b) The applicant shall pay a fee to the Building Commissioner as designated in Section 185.04(e) of the Administrative Code. The Board shall not proceed with a hearing until the fee is paid.
