905.06   PAINTING STREET ADDRESSES.
   (a)   No person shall engage in the enterprise of painting street addresses on City street curbs for pay or profit, or with the intention of soliciting voluntary contributions therefor, unless he or she has first obtained a permit to do so from the Director of Public Service.
    (b)   An individual desiring a permit for curb painting shall submit an application therefor to the Director, on a form prescribed by the Director, at least three business days prior to the date he or she intends to commence painting. Such form shall include the following information:
      (1)   The name of the applicant;
      (2)   The permanent residence of the applicant;
      (3)   The current residence if different from the permanent address of the applicant;
       (4)   The name and address of any current employer of the applicant; and
      (5)   A listing of the specific streets where the individual intends to paint curbs.
   A permit fee of twenty-five dollars ($25.00) shall be paid upon issuance of the permit.
   (c)   An applicant under this section shall, at the time of filing, also post with the Director a cash bond in the amount of five hundred dollars ($500.00) as a guarantee that the applicant will:
       (1)   Paint street addresses with accuracy;
       (2)   Paint street addresses without damaging public or private property;
       (3)   Paint only street addresses along City curbs; and
      (4)   Refrain from painting a street address at any location where asked to do so by the resident before the painting has been done. Upon failure to comply with any of these requirements, the Director may correct the failure and charge the City's costs of doing so against the cash bond. The charging of costs against the bond shall not prevent the City from exercising any other legal recourse to recover costs which exceed five hundred dollars ($500.00).
    (d)   The Director shall issue the permit within three business days of the filing of the application and cash bond. Such permit shall remain in effect for the balance of the current calendar year but may be revoked by the Director for a violation of any of the criteria listed in subsection (c) hereof.
   (e)   On December 31 of each year or at the request of the applicant, whichever is earlier, a permit granted hereunder shall be terminated. Thirty days after the date of termination, an applicant may apply to the City for release of his or her cash bond.
   (f)   The application of house numbers on curbs is strictly voluntary by the painter. A homeowner is not required to pay for this numbering but may make a voluntary contribution if he or she so desires.
   (g)   The applicant shall provide all residents to be serviced by the painting of street addresses with the following information: permit number and applicant's name, address, phone number, and e-mail address (if available).
