The Director of Public Service is hereby authorized to enter into any contract which he may deem necessary for the opening, cutting or lowering of any curb, with any firm, person or corporation lawfully entitled to enter into a legal contract with the City, provided the total amount to be expended by virtue of such contract is not in excess of five hundred dollars ($500.00) and provided further that the contract shall not provide for a higher wage than the prevailing wage for similar services in this community.
